John Cardinal e28dc48bd0 case 4682 - automatic backup runs at the chosen time on the server's clock all year

Same fix as AyaNova: the backup ran at the stored UTC hour, so with daylight
saving it moved an hour on the server's clock for part of the year.

case 4670 updated all packages, unit tests resign works all green, booted and generated v7 and v8 keys that were then consumed without error in the v8 and v7 test clients, everything license related seems ok at this point, will do more testing of other things updated
